It might just be me but from Parkway what I found was their OTD didn't include taxes and registration. Their price was way too high $5500 and taxes after that. They didn't look like they were willing to work much on the pricing.

Yeah, we went to the dealer just to checkout the bike (sit on a R3 before committing) and since we are first time buyers, we wanted to get an idea about how this dealing game is played..
Now we are (slightly more) educated and will be better prepared when we are ready to sign the papers. We didn't get to negotiating part because we aren't sure about our timeline to buy due to a few timing issues (traveling for work, etc.)

Anyway, I think since we will be buying the bike in MA, we should be negotiating OTD price all inclusive.

I'm going to pay cash and ride off into the sunset with my bike paid in full. I doubt that buys me anything in terms of leverage with the dealerships but my only holdback right now is cash. I'll have half by the end of May and the remainder a few weeks into June.
Once I have enough cash in hand to begin negotiations, I'll start asking around to see who has the best deal. I expect to pick the bike up fully registered and insured, as you would when buying a new car. Shrewsbury says they can do all registration services right on sight. Not sure of the other dealers yet.
I'm still willing to drive out of my way for the best deal though. I plan on just tossing it into the back of my truck and getting it home that way.

Actually no. They are a small dealer if anything. Just good prices. Bike was $4990, taxes and reg was $400 at the RMV. I never stepped foot in the rmv though. My insurance did it for me.

If the dealer doesn't to in house registration then yes. The RMV will need to be visited by you, or your insurance agent.
