Tint laws vary - some are to protect LEO's, like allowing him to see into a car. Some are pure safety - gotta be able to see. I can't see why tinted windscreens would be any different from tinted visors on your helmet.
The LEO community does not have domain over the colors red or blue either, as far as I know, at least if they aren't lit and flashing.
I lived in NC for a time and remember there were several towns along the NC/VA line that were notorious for creative citations. Unless specifically covered by statute, I'd think that a tinted windscreen citation would be winnable if you had the time and money to fight it.
