I'm thinking that they should be, seeing that others heat the assembly up in an oven to separate lens from reflector. Maybe you should check the rear caps to make sure they are tightly closed. It should take a little effort to remove and a little more effort to tighten (lefty loosey, righty tighty).
Headlight housing
Are the edges of the housing really not sealed im having problem with moisture and fog.
