where is the spring plate? how exactly is 'Press both pads against the spring plate'?

the service manual recommends to install new spring with new brake pad

I added a picture with an arrow pointing at the spring plate. The spring plate just puts pressure on the pads so the pin that holds them in place is snug and nothing rattles around. you have to press the pads in slightly and compress the spring into order to insert the pin that holds everything in place. I don't see any reason to replace the spring plate unless it isn't applying any tension to the pads and the pin and pads just fall out when you remove the retaining clips.
