Not on the R3 but other bikes. You can do this on any bike. Why are you trying to lower it? Keep in mind lowering the forks changes geometry. I lowered a Ninja 650 17mm up front and the steering was much improved. The R3 definitely does not need it in my opinion. It's already a flickable bike as it is.
Keep in minds of you do still want to do this you will need either a triple tree stand or have the bike hang from a garage ceiling or something.
