I’m trying to replace this single panel. I found it all on Babbits. Does anyone know if the panel comes with the decals already on or do I have to order them separately and place them on myself?

I think it'll come with all the decals. It's clearly marked as a Monster Energy panel in both its description and schematic. There's no other reason to have it labeled as such other than color and add-ons. The R3's other models will also carry separate part numbers according to their paint schemes for the body work.
You can always Babbit's customer service to be sure.
