Tubes cut on the bottom of the bike?

Hey, just got my R3 and loving it. But on the 3rd day of owning it i notices something sticking out from underneath the bike. And I got shocked when i saw it was two tubes that seemed to be cut by someone.
As I googled this i saw the same cut tubes on other pictures of R3s, so it might just be nothing, but it looks weird to me.

Does anyone else have the same two tubes, and do you know what their purpose is? thanks!
